574 injection pump throttle shaft starting position

So my 574 had a broken throttle pin in the injection pump. The tractor was idling at about 1500 rpms but no theottle response. When i put the new piece in with the new pin on it i aligned the pin to the slot in the end of the shaft. The slot in the shaft was sitting at about 11 o'clock. I aligned the linkage to be slow throttle. When i started the tractor the engine ran away. I got it shut off. I am wondering where the slot in that shaft should be with the linkage is set to slow idle. I have see a couple of videos that show the lot at 10 o'clock and maybe even close to 11. Anyone help me out here?

Do BOTH upper and lower valves ROTATE freely? The LOWER valve moves in and out while engine is running, the TOP only rotates with the throttle lever and MUST NOT be stuck or pin WILL break.

Both pins rotate although the top one is pretty stiff. I got the tractor back running by adjusting both shafts amd rods based on photos i had taken. I had not initially mobed the lower shaft and the upper shaft was a new replacement with a new pin. I think i will adjust the throttle shaft one more notch to give me a little more high end throttle. Just FYI if you need parts for this pump you can get new parts out of the IL on 7 days to the US. And shipping was pretty reasonable.
