Is it using oil? Blue smoke generally indicates burning oil, but most diesels will smoke a bit. After the rebuild did you break in the rings? If you didn't seat the rings after the rebuild it will burn oil.

What does it mean 20 loads of gravel, loader work? If so the problem is that is not a consistently heavy enough load for the best chance of a proper ring seating. You need something like a moldboard plow, chisel or appropriate sized disk harrow to put 3/4 of a full load or more on it for 4-6 hours.
 
You need to get the engine coolant up to temperature and go work the engine to seat the piston rings. If not, put the tractor on a dyno, and let it pull a load on the PTO. Do not let the tractor set and idle. Bad for a new rebuilt diesel engine.

Smokes??? When on start up or when warm?
They all smoke on start up. Which depends on how good the glow plugs are and the valve recession. Need a lot better description of what’s going on
