On the 95 7.3 the turbo is a lot easier to remove/install if 1 of the 2 studs holding the turbo in place is removed using the 2 nuts as jam nuts to unscrew 1 stud.it let’s you pivot the turbo.ask me how I know
 
My '95 didn't have that. It was bolted from the bottom up. I got it halfway off and could go no further without lifting the cab. I decided that support/drain wasn't leaking bad enough to go through all that, so i put it back together.

My truck was actually a 94 with the powerstroke and a 5 speed stick but when I needed parts I had to ask for 95 parts so you’re probably right
 
Not trying to interject here at all but I have a very good running 2000 F-250 4X4 with a bone stock 7.3ltr that is being put down citing rust. 227Kmiles, always cared for well w/synthetic oil changes on time. Was driven routinely till oil pan rusted and engine would not hold it's oil. Never ran dry, or low, and a new pan and pan set goes with the engine or truck, (installed, or not) if anyone interested. I'm not pulling it so can be demonstrated/operated.

Not trying to interject here at all but I have a very good running 2000 F-250 4X4 with a bone stock 7.3ltr that is being put down citing rust. 227Kmiles, always cared for well w/synthetic oil changes on time. Was driven routinely till oil pan rusted and engine would not hold it's oil. Never ran dry, or low, and a new pan and pan set goes with the engine or truck, (installed, or not) if anyone interested. I'm not pulling it so can be demonstrated/operated.

If anything I would pull the engine and sell the truck without it

I’ve got another 7.3 story that will put tears in your eyes. Our local itty-bitty public school district recently retired a large student bus that had a 7.3 in it. This bus had about 50K miles on it and it ran perfectly. Why was it retired? A government mandate. The district was forced to buy a newer bus that put out fewer pollutants.
Here’s the kicker: This bus was parked in the weeds for about a year while the government made arrangements to have it crushed. It couldn’t be resold to recover money that the school district could have used, it had to be crushed. There were some serious thoughts by some locals to pull the good 7.3 and replace it with a junkyard scrap, but it never happened.
 
Check the simple things first. Air filter restriction, fuel filter etc. That's awful low mileage to be puffing like that unless it's shot. There is a flap right down stream of the turbo . If that is closed you wont have any power. The valve covers aren't to hard to remove. Do a compression test first!! That will help figure out what's wrong. My 97 has 308000 on it and has some blow by when started but it has power. Get on some of the ford powerstroke forums and also check out Dave's auto on youtube. He has several video's of the problem your facing.

Sometimes I hate our government, try living with California’s policies. I would like to see you try.

Not that at all. The calcium chloride they spray on the wintertime roads around hear eats both steel and aluminum without prejudice. Common for oil pans to corrode off in just a few short years. I've removed engines, and cut the xmember both to install new on the F "Super Duty" series.

Frame degradation is the reason this one is being put down. Runs very well, but no longer safe to drive.

Good point. But my grandfather didn’t do that, he had a 64 ford step side that he swapped an inline 300 into after the 352 gave out. The frame was horrible too, so he cut out the bad parts and welded i-beams to it as the frame. He did that in 74’ and that truck’s frame couldn’t be better
