Ever hear of EDM?

Yeah, I was quoted over $700 to remove the 3/8" bolt and ez-out from the axle housing on my Farmall Cub using EDM. That was over 10 years ago so I'd bet the price has gone up significantly. It's truly a method of last resort, only to be used on something irreplaceable.

A brand new top of the line Toro Recycler 22" cut mower is $450 at Ace Hardware. For comparison.

Have you considered just re-locating the handle?
You say you get at the back of the fastener?
Why?
I'd look into making a couple of flat plate brackets.

OK, what exactly is a 'platinum' drill? I think we can safely assume they're not made of platinum; if they were they'd be even more expensive.

my guess its just marketing to give it that premium, top shelf appeal.

Here is what they say on their website:

Meticulously crafted? Must be made in the USA. Looks like Pittsburgh.

You might look into a product called Rescue Bit.... Broken tool extractor. It is designed for a problem like yours. I haven't used one but it looks interesting. Hope this helps

I see enough there that I would get a corner of a chisel on that extractor and a large hammer should work one or both loose after spraying it down with wd.

Yeah, I tried punching the extractor to loosen it. No success.
I tried punching it at an angle, to spin it backwards. There just wasn't enough to get a good blow directed at the right spot.

I'd be happy with that, but I don't have fabrication skills (or tools) to make a new bracket.

Think about buying an inverter welder for 60 to 110 and up bux. I weld alot of stuff with a 110/220v model. 1/8" rod and I can melt through quarter inch mild steel like a cutting torch. Can burn a full stick without it shutting down, do a little chipping, and keep going with more. I can't make those cheap wire welders work.

Search the threads here on inverter welders. Saw one just now on Amazon. Ssimder stick welder with pulse arc 110/220v for 110 bux and they had a cheaper one for 60. If I was buying another one, I would end up comparing it to 50 others and read 300 reviews before I buy anything on Amazon. The pulse arc may be a good feature to have.

The root cause of this problem was galvanic action. Aluminum and steel do not play well together long-term. Using an EDM/electronic discharge machine is a possibility.
