If I understood him, he was theorizing it was coming from the fence, through the weeds and into the saturated soil and over to the bin. I think he means he suspects the voltage is coming through the saturated earth, from the charged fence due to foliage contacting it around the perimeter. You are proposing to disconnect the charger from the fence and operate it disconnected to see if it still causes a problem? I wonder if silo stave material would be conductive or not? Should just be some form of cement
But now I wonder if I misunderstood. I have no idea what a call to the fencer company can accomplish. They aren’t there to troubleshoot, which is the only way to find the source of the voltage.
