Ferguson TEF Starting problem

Why will the gear lever selector not engage properly into the starter gear. It worked when i moved it with my screwdriver without the cover on it worked and properly engaged. But with the cover back on and gearstick in place it will not work, even pressing the button in. I can get all gears including reverse. Just weird that it works without the cover on but not with the cover in place and the gear stick. Something is stopping it from properly engaging.
