The right straw I was grasping at. Had one of my tractor ride friends come over who is not a certified diesel mechanic, just a good troubleshooter. We took the reman pump apart and looked at springs, valves and port passages and made the determination that there was no reason for it not to work.
He thought bench bleeding it would be worth a try and bingo, it pumped just fine. In my defense I thought I was doing what he did when I had the drill on it. Difference was I had the pump upright and was spinning it fast and he had it on its side with the high pressure fitting up and was turning it by hand.
Just never thought I would have to bleed a self priming pump and one would think at least one of the tricks suggested would have done something. Probably didn’t give them enough time. Anyway, bled the new pump that was already on the vacuum pump and thankfully he helped me get it in and verify pump pressure and we got power steering
