Ford 2000 starter problem

I recently restored my '71 Ford 200, 3 cyl. and it looks like new. But a new one doesn't have a dead short when everything is shut down!!

I put on a new starter relay. Now when all is shut down there is a 12v charge across the two big terminals but the starter does not turn.

So...I unhook the battery.

Any ideas?

Normal, I think. You are reading from batt. hot to starter motor. All voltage appears across an open. Kirchoff's law or one of them guys.
