Ford TW15 front crankshaft seal leaking, does front cover have to be removed to change the seal?

I never replaced the one on my 9000, but they are pretty much always right behind the pulley.

It is inside so cover will have to be removed . There is a spacer that seal runs in between pulley and slinger.

Yep - that's going to be a big job. If I were going that deep I'd drop the pan and check the oil pump closely if I were you. Relief valves in those pumps are known problem areas.
