Frozen power steering

I have a IH 1466 that has a problem with the power steering freezing when the temp gets down to less than 32 degrees. I have replace the hydraulic fluid and filter, but still have the problem. The loader hydraulics still work, so I put the bucket down to raise the front end, then work the steering wheel from lock to lock. After about 5-10 minutes it will finally free up. What can I do to eliminate this problem besides moving to Arizona?
 
No, there are no noises other than the hydraulic pump. The steering wheel turns really stiff, and the wheels will move but very very slow.
 
Your symptom just 'sounds like' a plugged filter/water (ice) in oil/plugged by-pass screen.

However, if you've already done all that something else must be causing the difficulity perhaps in the proportioning end of that front system. Assume your brakes and T/A go south at the same time?

What I can't figure out is why is it only when it is cold?

Did you get all that 20-25 gallons of oil changed? Or, just partial?
