Hydraulic flu Comes out of the top of the stereo column

I have a 1962 Massey Ferguson model 203 I keep having hydraulic fluid coming up through the top of the stirring column. I replaced the seal and the colonel itself but that did not solve the problem. Do I have to take this whole unit apart and rebuild it?
Is there some place that I can send it to and get? It rebuilt so that the hydraulic oil doesn't come up through the top of the stirring column.
 
Hydraulic repair shops are a likely source of correct fix repair. if a seal lower in the column is leaking, there might be way more pressure on the top seal than it is designed for. jim
 
I had that happen twice on a Ford 3000. The bottom seal
needs replacing. Not hard just have to remove quite a few
things
