I have a 72 IH 574 when you put the PTO in gear and as the trans oil gets warm it leaks oil from where the rod/shaft goes into the housing. Does anyone know if there is and external seal there or is the seal internal? I am try to find out before I start removing things.

Just for clarification what style are you talking about?
Early 574's had dual 540/1000 PTO in the rear while later ones had only 540 in the back and a side-mount 1000.
Please tell us which style you have so we can better help you.
 
It's probably like anything else.... if you don't see a removable seal where the rod enters the case, then its probably a major job.

I have a Ford 9700 with a leak similar to yours. Not a drip , just damp. It's gonna have to get a helluva lot worse before I do an under-cab split.
 
Is it leaking around the PTO at the rear of the tractor? Or around the PTO spool valve rod in the MCV housing?
Check that the trans/diff housing breather that looks like a mushroom under the seat is not clogged and over pressurizing the hydraulic reservoir in the trans/diff case.
 
If its leaking around the spool,there is a oring in the retaining nut on the spool. Linkage has to be removed then remove the nut on the spool. They collect a lot of dirt there and that usually is the reason for the oring failure.

Early 574 it has the 540/1000 PTO in the rear.
