Komatsu D20 A (Frozen Clutches)

I purchased a Komatsu D20 A and the steering clutches are locked up. I have oil to the Slave cylinders but they are not releasing the steering clutches. I was wondering if it's the solenoids on top of the steering pump and how to check to see if they are working properly.

If actuators prove they are working, the plates are likely rusted/frozen together they most often need to be disassembled to fix. Jim

if they are frozen sometimes boiling hot water poured over them will break them loose.
