MF 150 governor problems

My MF 150 throttle requires constant adjustment. I assumed a govenor problem so I put on a new governor. That didn't help. So I unhooked the linkage and worked it by hand. The govenor seemed to work when unhooked. I next replaced the pads on the the throttle arm thinking there was too much play in the linkage. The govenor still does not work. I am out of answers. Any ideas?

I've had a 135 and 2 175's that all had this problem. There is a disc between the cork friction pads with a hole and 2 slots in it, for lack of a better word. The throttle shaft and/or disk wears out in this area where it passes through causing a roaming throttle. I repaired all three with a tack weld from the shaft to the disc. I put a wet rag on the cork pads and put firecloth over the fuel filter nearby.
