NH 565 knotter help

Been having trouble with one knotter on my 565. Can't find my owner's manual, but the archives have been helpful. Replaced the stripper arm wheels (the one on the working knotter was much worse than the knotter that's been missing!), checked the twine knives, adjusted the stripper arm to contact the bill hook, backed off the tension on the billhook...helped, but still a lot of missed/hung knots. Backing the throttle off from 1800-1900 to 1500 helped some too, but limits capacity. Biggest thing now seems to be knots hanging on the billhook. It looks good - no noticeable groves or anything - and I can't see any difference between it and the one on the other side. Any ideas? Oh- using 9000 plastic twine, as I havne't been able to get any good (consistant thickness) sisal in years. 3rd year using plastic.

Have you tried relieving some tension on the bale chamber? Maybe the bales aren't getting kicked hard enough to push through & drop the knots.
