throttle issue Ferguson T20

I have a Ferguson T20. The throttle oscillates (from min to full setting when hot) then lugs like that until it dies.
It runs fine at idle. I changed the carburator both a new one and the original do the same thing :(

Any suggestions?

There is a small pipe plug on the bottom of the float bowl. Remove the plug, start the tractor and see if there is a stream of gas coming out of the carb. If not, shut off the tractor, remove the fuel line at the carb, and see if gas runs out of the line. If there’s no gas out of the line, the problem is between the tank and the carb. If there is gas out of the line but not the carb, the problem is in the carb.

Why would one start the tractor, it is a gravity system. In fact, if the drain plug is out of the carb, it is likely it won't start anyway, due to lack of gas in the carb.

I thought I did, to check this do I just open up the fitting from the fuel bowl to the carb and see that gas flows freely and/or dissasemble the sediment bowl and clean that out ?

Flow should be collected after the initial gush of fuel empties from the bowl. Time how long it takes to collect a pint and report back.

Thank you for the step by step guide ! There's no visible sediment in the glass bowl on the tanks fuel valve.
I don't think I have a gas issue. I think it's the governor. I just looked a few videos and looked for a tiny adjustment for the governor on the timing case. The adjustment screw has one half of it's flat head slot broke off and compared to the videos I have reviewed there are very few threads showing after lock nut.

I don't think it is an obscene issue or such, I believe it is more competition and disagreements years ago, from bits and pieces I have gathered over the few years I have been here. One of the fellows who has been around for years may know the story.
