Depends on what you want the final appearance to be. How much rust? I spray everything but it requires a good preparation for an original look that lasts.
Sandblast or wire brush, squeaky clean and smooth preparation, bare metal and surface prep and clean, high quality primer and topcoat with one paint manufacturer/system. Spraying is way better and quicker than brush painting. Follow manufacturer's instructions to a tee, including breathing apparatus.
