Drove around Pella, Iowa today and saw this parked as someone’s yard art.

It looks like it is a cultivator? Or a light duty grader? What is it?

I remember there being quite a few around when I was a kid. Of course there were more folks growing vegetable crops and even tobacco crops in the 60’s
