Brakes on a Zetor Crystal

Hi I am new to the forum. I have just brought a Zetor 8011 that has been standing for a while (I believe). I knew that foot brakes weren't working but the handbrake was ish. I have changed the master cylinders because they were leaking and bled the system. The hand brake is working better but the foot brakes do not work at all and are as hard as nails to push down. Any ideas?
Also if the slave cylinders are seized is this a wheel and brake cylinder off job?
 
When you were bleeding the master cylinders, would the pedals go down?

Then with the line/bleeder closed, the pedal was hard and in effective?

Sounds like the wheel cylinders are rusted and stuck, possibly the lines are rust clogged too.

If the system was contaminated with water and rust, it will all need to come apart for cleaning and evaluation.

Best waste no time, or the new master cylinders will be contaminated again.
