I have a repulsion start induction run motor on an antique air compressor. On a few occasions I have removed the cover where the brushes are and used emery cloth to polish the communicator. I did it by removing the belt and turned the armature by hand while holding the emery cloth against the communicator.
Mine too had difficulty starting the compressor.
My motor has 2 places to oil the bushings.
If your bushings are badly worn and the armature is in contact with the fields, that will greatly mess with the starting torque.
