861 Ford tractor fuel gauge missing stud?

Need to know if this is a ground stud for gauge. Can I just plug it and and use a mounting stud for ground?

I will say no, you can't. Simple description of how it works: the power stud has to be insulated, the current passes through the gauge and the sender stud has to be insulated since the current goes from there to the sender which provides a variable ground resistance to make the gauge read. You need a new gauge.
