Have you tried greasing the fitting on the clutch so it can slide by when up? Then are the jaws worn out. Never was into a clutch on one of those drills so just going by past experience on planters. Those white clutches wear out fast to me. Never had to work in an IH clutch on a planter or the ones on an old Oliver Superior drill.

I agree with CG in that the clutch needs to be greased regularly so the clutch components can spread apart easily. It appears your photos is of clutches on both sides of the drill. Can you post a photo of same clutch when disks have been lowered & raised? I remember supervising assembly & selling those drills when I was employed at JD dealership

The clutches most likely are wore to the point where the clutch dogs do not fully disengage when raised. Inspect the clutch dogs and the shifting mechanism for wear. Also, as mentioned above make sure they are not hanging up due to lack of lubrication or rusting.

i dont have it hooked up to any thing yet will be awhile for pics like thta but i do know i saw no change in the clutch cogs it stayed locked in and didnt move.i did clean them really well they was really caked with old grease and dirt.i was goin to grease them really good this year when use it to see if that worked.i have also tried prying on them casue drill is up and nothing.

If the linkage rod that has 90° bend on each end is not attached correctly to throw-out mechanism it will not move throw-out on clutch
ok that makes sense ive wondered about that.does anyone have a picture of a drill like mine in up poisition to show me what yours looks like?if anyone can get me one or tell me where might find it let me know please

I checked a JD 8000 series grain drill operators manual for photo of drive clutch. I only found one photo or reference to the clutch & it mainly concerned interval(10 hrs) of lubrication. Photo shows clutch engaged IE disk in lowered position. Note location of cams(item 16) in relation to each cam in operators manual photo comparted to your photos of your drill cams.

I reviewed both your photos & I'm not seeing what you're seeing so I guess I must choose to disagree with your statement. I can't see 2nd cam in either of your photos BUT MY AGING eyesight is not what it once was!! I colored the 2 cams different colors to help my explanation.
