With the B at idle the governor will not allow the the throttle to increase the engine speed. The governor shows some wear but is in reasonable condition for it's age and is clean and moves freely. When the throttle is advanced it just bends the governor spring. New spring installed. Carb works fine when rod is disconnected. I an stumped.
 
sounds like your weights and internals are stuck in governor! Or it was assembled wrong, have you been in it? Have you looked over all the linkages to make sure that you don't have a cotter pin or something binding?

I currently have the governor off the tractor and everything moves freely. However it does feel a little catch as there is a worn spot on the brass sleeve. I have compared mine with the internet and it looks right. I have not taken it apart.

Check the cotter pin at the carb. There is not much room.
Second this they can hang up. If it’s one of the replacement carbs the throttle shaft(on the carb itself) the top piece is different. ive had to add a small spacer (1/4 inch nut) and it will stick in low idle while the rest of the linkage behaves normally
 
I have the governor off the tractor and see that the brass sleeve has a rather deep groove worn in it and is rough. I do not see this part listed for sale in various parts catalogs. Are the interior governor parts the same in the late B as in the early B? Thanks!
 
Check the lever inside the governor housing. The two fingers on the lever should straddle the sleeve. If one of the fingers is bent it will bind/wear on the sleeve.
 
Thank you! I think that is what is happening. It has worn quite a groove in the sleeve and then it must be binding causing the governor to not slide freely. Have not seen any where I can get a new sleeve.

You need AB4234R right? A web search turns up a couple available.
