Hydralic oil coming out of filler neck on hydraulic tank on international b 414

Is the filler hole behind the seat on top of the hydraulic reservoir or another auxiliary hydraulic tank?
If it is the filler plug behind the seat, the hydraulic reservoir is over full or there is air in the hydraulic system.
One of the problems with these IH Bradford, UK built tractors is they have a very small hydraulic reservoir and if you are only using the 3PT and a loader they work fine if you fill the reservoir properly. When the hydraulic oil is cold the full level is just covering the ledge that you can see down in the filler hole. If you have a loader on the tractor you have to add some oil put the filler plug in a couple turns, just enough to keep oil in but let air out, then run tractor and operate loader and 3PT to get the trapped air out, then add some more oil and repeat until oil is properly level and no more air.

I see you have a late model B414 as it has the hydraulic drain plug at the bottom of reservoir below the filler hole.
I see you have the common setup for loader with the return back to the filler hole which makes it even more difficult to determine the Hydraulic reservoir oil level. With cold oil, the oil level should be about 1.5" below the bottom of the filler hole and as I said before you have to add some, run engine and work hydraulics on loader and 3PT to expel the air, add more oil and repeat a couple times. It is even more difficult if your loader only has single acting cylinders on the boom as in the down position all the oil is returned to the reservoir and it requires enough supply in the reservoir to lift boom to maximum height. With double acting cylinder, one side of cylinder is being filled while the other side is emptying.
