My first thought as well. Certainly not worth fixing just for appearances. Maybe sentimental value?
Looks like it could become a danger. I've never seen one which has shriveled so much that the hoops are falling down.
Dad took ours down as soon as he sold the cows in the early/mid 60's. It was still in good shape. Thereafter we had a tremendous supply of 5/8 rod and heavy "staves" to use around the farm! I used some of that rod to pull a barn back together on this farm. I imagine there's still a pile of it between barns up at the homestead.
