The seat frame looks like the ones Ford industrial models of that era came with. Would have been easy for a dealer to order one and put it on before selling the tractor...or to order it as a replacement for a customer.I'm sure one of the gentlemen on here who have clairvoyance probably knows exactly what it is down to the part number, haha. To me it looks like a front mount for a loader or maybe a blade. Feels more like a loader mount though. The stoutness of it and the fact that it goes back to the frame so far makes me think loader. The odd shape of the mount is because it's a row crop tractor, so they had to work around the front wheels.
Here's the parts pages for those, OP can decide if it's a match. The seat frame looks like the ones Ford industrial models of that era came with. Would have been easy for a dealer to order one and put it on before selling the tractor...or to order it as a replacement for a customer.
I'd guess the pipe is just a homemade push bar.

Model 21105:
2: 2000-series tractor with 134 cu in gas or 144 cu in diesel engine
1: Produced 1963 or later
10: Row Crop, high clearance, with single or dual tricycle front wheels or wide adjustable front axle
5: Select-O-Speed transmission with 540 RPM independent PTO
71473 is the serial number. My monthly reference stops at September 1965 with a starting serial number of 71060 so 71473 would most likely be within that month.
