    A cotter pin normally goes into that hole. I would soak that hole good with penetrating oil and find a punch that fits the whole properly and see if you can drive out what ever type of pin they put into the hole.

    McMaster Carr has the plugs. I believe the original are the internal square drive fittings. They are standard NPT fittings.
