    wheel horse 312 starter

    I have a wheel horse 312 and when the starter wont spin .I have installed a new battery . The lights dim when I turn the key but the starter wont spin .Is the starter bad ?? How can i test it.. The engine is not locked up.. Where can I find a used starter ?? Thanks
