Rotate tire, valve stem on top. Remove valve core, place 5/16 hose over stem. Clamp in place. Place open end of hose into barrel and rotate tire to stem at bottom. Fluid will drain. Ford 2N Battery Discharge
Disconnect battery cable from battery, install test light between post terminal. Test light should not illuminate. Make sure everything is off. Light on? Disconnect generator first and then recheck.- Bruce(OR)

Carburetor Questions
Rejetting should not need to be done. High desert Nevada? Where? A simple adj of the carb screw should be sufficient. Surface rust should not be a problem in minor amounts. If it flakes off into the bowl, then you might have something. Wanna cheat? Drop a small earth magnet into the chamber...- Bruce(OR)

Gas Valve Boo-Boo
I have not shut the wife's tractor fuel bowl off since about 2007. That would be 18 years now it's been on. Then again I did install a solenoid such as can found on Redrock Mfg. I sourced one from eBay and stuffed it in. Easier to just turn the key on and off.- Bruce(OR)

Steering brace socket thingy?? Ford 801 1957-ish
That can run a few dollars to repair it. You can start with finding a pre-1980 penny, which should be a copper penny without zinc, etc and stick it in behind the ball against the tractor body. I held mine in with a dab of silicon so it would not fall out upon reassembly.- Bruce(OR)

Tire frustration on a TO-30
This being your first rodeo, farm it out if possible. If not possible, then be aware that when you pull those rear wheels off, they should weigh in around 5/600 Lb each. Last Howard trans sold on Ebay at $1503. That was just the trans. I have an Everett trans that needs to go away. 98:1 ratio I believe and slows the tractor without slowing the PTO. 9N Low Ratio trans

Some observations and a little ranting
That there be called "Mission Creep". Your mission was one thing but it crept over to everything else. I drug home a tractor for the wife once with the starter hanging out of it. Tank pinhole leaked gas all over...now won't start
The one pin hole that belongs in the gas tank is at the top of the large bubble on top of the tank. That allows proper operation of the gravity fed fuel system.- Bruce(OR)
