    probably the reason that it will lift it part way then stop is the gate gets harder to lift as it goes up. due to gravity and the angle of the push by the cylinders. I'd say you don't have enough pressure to lift it.

    make sure you remove the upper cross pin in the lower end of the rod that lifts the pawl It allows the park lever to drop as soon as the gear rotates if it's not already aligned to mesh with the gear It is in the instructions failure to do this makes it very hard to pull it out of park.
