Probably going to sound dumb…
On my old 860, that bronze filter plug is plugged up. When my needle/seat went bad. Fuel kept leaking until it filled the carb throat and intake hose and leaked out around the choke shaft. -
Two problems...
A pneumatic hammer works wonders for rusted, stuck parts. The rapid high intensity vibrations can break the bonds created b yrust and corrosion. Something like this.....- Hemmjo

Resistor
Depends on the 12v coil you get. Some 12v coils are are designed to be used with a resistor. These are wired so the resistor is bypassed when the starter is activated. Full voltage then flows to the coil when starting. After starting, the current flows through the ballast resistor. Just be...- Hemmjo

Wicked saw
I have used one for cutting brush. Push in to cut, let the saw idle, pull back out, most of the brush is carried out by the big "hole" in the bar. Works really well especially well for sticker bushes. You don't have to grab the stickers with your hands. -

Fuel cans that are easy to use
I have some 5 gallon plastic water bottles I use to fill tanks. I fill them about 1/2 from my bulk storage then transfer to where ever is needed they pour really clean. -

Charging 6 volt batteries in series
It they are in the tractor and hooked up, you actually have ONE 12volt battery it is just in two packages. You just need to hook the charger like you would a regular battery. IF they are out of the tractor, and NOT connected to each other, then what Jim says- Hemmjo

Thoughts???
I have been called to many homes for breaker tripping problems. MANY times, the Lug screw holding the wire on the breaker is loose. Loose connections make heat. Heat will trip a breaker also. Just check before you get a new breaker -
