    Did you use the Scribe line in the pump or just set the keyway on the drive shaft to 11 O'clock? If the engine is surging up and down in RPM that usually indicates lack of fuel flow to the pump or the pump is misadjusted to be running on the START position on the pump, see below.

    Normally the keyway on pump gear is about 11 o'clock. Does the engine start good if you install the pump with the gear at the 10 o'clock and ignore the scribe line? If it is timed too fast it will kick back on the starter and too slow, hard to start many revs to start and smoke and slobber.

    Read the note at the bottom of the second photo, to make sure the pump does not have the second scribe line marked "L" for left rotation pumps.

    Was that fuel filter original equipment? Looks like one from a John Deere Industrial engine. According to Caseih.com parts 424 Diesel, the fuel filter, item #20 was spin on type, p/n 393201R91. I have never worked on an IH BD-154 Diesel with CAV/DPA fuel system that didn't have lift pump.

    Another glow plug question B414

    You should measure 6V at the input to the first glow plug. The indicator resistor is supposed to drop 6 Volts across it. There is a newer fast heat Bosch style glow plug kit available that is used on the older Mercedes cars.
