If so it should return from top hose and flow down thru radiator, exception is cross flow but still return from top hose.     To much juice causes cracked pistons, broken ring grooves, broken rings, result low compression. Hope it is not any of the listed items.

    4 1/2 in grinding discs

    I suggest you read up on Norton Norzon Plus grinding disc. Very aggresive, expensive, long life. Probably available from industrial or welding supplier. I prefer them if I have to move metal however they take power, I use a Milwauke 4 1/2 inch not a bargin counter 19.95 special.

    Apply a little choke, if it smooths out some that is an indication of dirty carb or if it has a load adjustment open it a little.     George: the question was for a model CH23S which I referenced to the FACTory Manual. it was not for some other model and series of engine. It appears to me you only read Kohler and 23 assuming it was a different engine not as specified in the original question.
