    Look at the hook part of the latch that holds the pto off. Sometimes they will wear down to where they don't have enough metal left to hold the pto in the off position. If you have a pronounced hook on the lever, you probably have a bigger issue, however this would be a cheap fix if that's all...

    The 1650 uses a 7 pound cap so I would think the 1655 would also be 7 pounds. My 770 uses a 4 pound cap
