I wonder if that's just a thing on smaller rims? I was sitting at the show today looking at an Allis B and those were in on an angle like that. I got so frustrated one day I that I made one of those!I generously powder the inside of the tire, get one bead on the rim, install the tube, run one of these stem puller guides through the stem hole and attach it to the stem so the stem can lay out of the way, install the second bead on the rim, and pull the stem up into place. You can put the stem nut on the puller before you put the end through the rim hole then the nut is there to thread onto the stem to hold it in the rim hole while you hold it with the puller.
I’ve seen rubber plugs to cover extra valve stem holes, but the one in the pic is for a tubeless tire. That brass protruding from the underside I would think would be hard on the tube.You can get plugs for the valve stem hole as well. I have seen both rubber and brass. Some of the larger rim sizes have holes on both sides. You use the one you want and plug the other one. Pic is just the first one that came up.

Did they have tubeless in the 40/50's I don't think so. Herer's a. original ford Hat rim it has the flat place at the stem.I thought the main reason for the flat spot was tubeless tires
