    Its sure worth a shot with the lube/penetrant but it didn't work for me. When the shaft seal goes it becomes a pipeline for water to the bearings and beyond. That's got to be one of the most mickey mouse governor systems in the business.

    There are a few other things that can go wrong in there. The internal arm can get bent or the retaining pin can shear off. Also the weight pivots can get worn. Go easy trying to free up the linkage...it is kind of fragile.

    Seems like your making it a lot more complicated than it is. The governor shaft (with disc on the end) moves in and out horizontally in the guide bore in the end of the camshaft according to the centrifugal weight positioning.
