1020 Rockshaft Hydraulic Issues

Trying to go through and get my 3pt to behave like it should and am needing some help. I am having issues with the 3pt lift being very weak
not being able to lift more than a few hundred pounds, as well as it not lowering all the way. I have been going through the steps in the
tech manual on diagnosing it, but have a couple questions.

Initially when testing the transmission pump I was only getting maybe a 1/3 of a gallon of flow in 10 seconds, when it should be 1 gallon
in 10 seconds. I have checked the sump screen and replaced the filter. Fluid is dirty but only a year old. I then found that the filter
bypass valve was stuck open. Fixed that now have great flow from the transmission pump up to the main pump in the front.

I put a set of gauges on the output of the high pressure pump but am only getting about 1800 psi out of it. I went to see if I could adjust
the stroke control valve to up the pressure and found that it is screwed in all the way already. According to the manual it should be 2200-
2300 psi standby pressure. Does this mean the front pump needs to replaced/rebuilt? Is there anything else I can look at? Tractor does not
have power steering, Front pump is the 8 piston model, and there are no scv's.

What would not let the 3pt not go down all the way? Stays up about 2 feet off the ground. Changing it from D to LD on the load selector it
raises and lowers all the way like it should. What should I be looking at to fix this?
