1020 throttle

My 1020 early model diesel will barely run
at full throttle. If I reach down on the
left side and pull the throttle by hand
where it goes into the injector pump, it
speeds right up just fine. It was working
fine earlier today. I don't see anything
broken on the throttle linkage and it
appears to work the throttle fine at the
injector pump. Is there an adjustment
somewhere that could have backed out or
something? I notice a drip now on the
linkage where the throttle connects to the
injector pump that wasn't dripping before.
I was using the foot throttle earlier, the
foot throttle gives it a little more
throttle than the hand throttle, and I'm
afraid I might have messed up an
adjustment somewhere. Any help is
appreciated, thank you.

IF this drawing corresponds to the throttle setup on your tractor, check to see if spring, Key #6 has broken or somehow become unhooked.

Key #15 is the foot throttle.
 

Is the lever on the side of the pump tight on the shaft? that is a two-piece lever set up with a spring to move the inner lever. Is that spring good so both parts of the lever assembly move when the throttle rod is moved?

I can't see all of the picture. Can you
send the picture again but not quite as
expanded so I can see all of it? I think
that's where my problem is. As you move
the throttle, the lever on the pump moves
but it doesn't increase motor speed until
you get about 2/3 of the way through the
throttle. I can't see anything broken but
it's covered in dirt and fuel. I'm gonna
clean it good tomorrow. Also, what is #11
in the picture?
