11 hp Honda

I have an 11 hp Honda vertical shaft that is surging. If I adjust the idle up to stop the surging the throttle has no effect on the motor (will not throttle down). I have cleaned the carb and air filter but is still surging. What am I doing wrong? Thanks

What he's talking about is, there is a very light spring that is wrapped around the throttle to gov arm rod if that is broken or disconnected it will can cause surging.

Ok how old / many hours on the engine and have you been burning ethanol gas in it? The idle circuit on the Honda carbs have a plastic insert/orifice and the ethanol effects it after a number of years and there is nothing you can do except replace the carb. Your sure all the idle orifice holes in the venturi bore are open and the main jet is open no restrictions. Here's another thought when you had the carb apart are you sure the main jet got reinstalled I know about that, luckily for me I found the main jet laying on my work bench had one heck of a time trying get the engine to run right but once I installed the jet it ran like a Honda.
