1170 steering won't work

I drove my 1170 in my Dads shop last fall. Over winter I worked on replacing the top cover in the rear end. This has the 3 point stuff in it. I started the tractor. My 3 point goes up and down with a 2100psi in the rear hydrolics. But I have no power steering. I had to take the main lines off the pump and I changed the hydrolic filter. I put a gauge on the line going to the filter, 1600psi and when you put the brakes on it drops to 900psi. Book says you are suppose to have 1800psi when the brakes are used. Bought new hydrolic pump and put in. It does the same thing as old pump. I did bleed both brakes at there breather to get the air out. I can not find in the book where you have to bleed it other places. What should I do now? Thank you and have a great day.
 
I would start by... with the tractor at an idle loosen the smaller hyd line at the pump, you should have oil right now. If that is bled out, go to the steering cyls and loosen a line there and steer the tractor. You may have air trapped.
