You guys might remember a year ago when the 1600 raced and spun a rod bearing. We had made a bushing this spring to make a new bearing work in the governor. It worked half way decent all summer, but going on two months ago, it started surging so bad it was about unusable. I turned the bumper screw in and it took the surge out, but then it wouldn't work at all. It would rev up to about 1200, but it took ten seconds to get it there and there was no governor or throttle response at all. I turned the screw back out, it didn't change anything. I took the whole thing apart, everything looked right, bearing was still good, brass washer was good, put it back together and no change.
I took it apart again this morning and went over everything with a fine tooth comb. It has the laminated weights in it, so there's just one of those layers that act as levers for the spool with the bearing on the end to mate up with. I finally discovered that the spool had worn a groove in both of those levers so the spool wouldn't come all the way back and the levers wouldn't come all the way in. I ground both of them off smooth so they aren't catching and that fixed it. It revs right up to full PTO speed, drops right back down to a good low idle, good throttle and governor response all the way in between. I never thought before to look that close.
