1650 Governor

'68 Oliver 1650 Gas job. When I start it, sometimes it will throttle all the way up and then drop down to idle. Is this a governor issue, and how can it be corrected?

The FIRST thing I would do is to verify
that the carburetor throttle shaft moves
freely vs. being sticky/gummy in the
carb. If that's, OK check that the pivot
points at both ends of the governor-
carburetor linkage pivot freely.

Do you have an OP manual? I suspect you have a problem in the throttle to gov to carb linkages. The manual gives a procedure to set it all before
you dive into the governor. Could also be in the governor. I found the thrust bearing in my 1550 had worn the crimped side of the cage enough to
where a few balls had slipped out. But start by setting up the rods first.
 
Have you had the carb off by chance? I pushed one back on recently and had the linkage from the lever to the carb
stuck up in the spring that goes to the governor lever from the throttle.
 


First thing I would do (after verifying the choke and linkage is functioning properly) is check the air intake and filter for any obstructions.
