1650 power steering leak

1968 1650, gasser. Restoration project.
Just noticed oil coming from the base of the steering wheel. I looked behind the dash, nothing wet there. Suggestions how to address this issue?
Also, when you start the engine, it revs high then calms down to an idle, works fine afterwards. Governor sticking?

Seal in the steering motor at the shaft. Pull the dash and take the column off. Some will say to take the hydra motor out, I say don't, you can sit right on the seat and fix it. The seal kit is available from AGCO. It's been a few years since I bought one, but it was $32 when I bought the last one.
