1650 power steering question

to start tractor still has original saganaw steering motor & does the following at any RPM , that being said ,if you turn the steering to the right it seems to work good , can turn wheel slow & it will turn , when hard over it will drag hard on wheel. but when you turn to the left you have to turn wheel faster , if you turn slow it will not turn. when hard over the wheel dont seem to have much drag & if you dont keep turning it will release like steering is free. do you think this problem is in the steering motor or the cyl. also i now have the steering cyl. out of tractor should i put new o-ring seals in it now , it dont leak oil anywhere like most do when they need seals , even if you dont think its part of my steering problem ?
 
mine did that once...can't remember why but I think is was something I did with the lines...I know one rusted out once and I replaced them both, it was either that or I hooked them up wrong..Mine has 2 lines running along the frame and a pin to change. If I remember right one helps turn one way and the other, the other.

They rust out where the fasteners attach it to the frame and it isn't easy to see till a puddle appears
 
It's worth a try. The rebuild kit is only about $25. I don't think it'll solve the problem,but I hope I'm wrong.
