1655 lights

My 1655 has all lights working, almost correctly, except the left fender headlight. When I turn the switch to the first indent all front light and left rear fender lights work except for the right fender light. When I go the the second indent The lights come on correctly including the left fender light. All ground and power leads seem to be fine. Any ideas?

If the bulb has three terminals, it is a high and low beam bulb, so one of the elements or wires are bad.
