1855 electrical gremlin

recently had sheet metal off the 1855 for some leak repairs and replaced the sheet metal. the following morning wanted to move the tractor and it would not start, acted as though the batteries were dead? batteries tested fine and in my hastiness i grabbed my sleever bar and crossed the starter posts. tractor fired right up. unfortunately the starter did not disengage and i didn't realize this until i backed it out of the shop and when i pulled the kill cable the starter was still weakly turning the engine over. i removed the battery cable to the starter. later i removed the starter and pull started the tractor and put it back in the shop, removed the sheet metal and found the wire from the ignition to the solenoid pinched behind a fastener and grounded out. i replaced the bad section of wire and bought a new high torque starter but this did not correct the issue? tested the wire from the ignition to the solenoid and it is energized with the key, battery cables appear to be in good shape as well as the ground. the gauges are very slow to energize when the key is turned to the on position. i am confused and looking for options. i have not actually tested the voltage to the starter as my multi meter batteries corroded. thanks in advance.
 
I have a White 100 that the starter wouldn't stop one time and the instrument panel went all goofy. Turned out to be the ground.
 
When that wire shorted out, did it get so hot somewhere else that it melted the coating off two wires side by side so they're making contact and electrifying one when it shouldn't be?
 
Another thing I thought of, don't they have another solenoid above the starter that activates the solenoid ON the starter? Pretty sure the 2-105s do, wonder if the 1855s do to? If so, I wonder if that got hot enough to stick it closed.
