1929 D ignition timing

I installed a freshly rebuilt Splitdorf 246T magneto on my 29' D (90785) and timed it with the engine according to the manual. I put gas in the priming cups and cranked the engine several times trying to get it to pop and have had no luck. The spark has been fully retarded as I crank it.

I'm getting a strong spark to both plugs and it's got to be a timing issue. The manual doesn't address fine-tuning the impulse like on the later model D's. I'm overlooking something. Can anyone shed some light?

Also, are the plugs supposed to be gapped at .020 or .030 for my serial number? I'm getting conflicting information.
