1935 B throttle linkage ?

1935 B throttle linkage ? Just acquired this tractor couple days ago. Got it cranked and runs pretty good but noticed a zip tie on the throttle spring and knew that wasnt correct for sure. Removed zip tie and now hard to get throttle set at a mid range idle. Its either low and goes dead or wants to run too fast. Did the linkage test with throttle in the wide open forward position and the carb in the wide open position and should be half a hole short but Im over an inch short. Adjusted as much as I could on both rods but still come up 3/4 short. Rods dont appear to have been cut off but anything is possible in 88 years. I can fix it with making a new rod but want to make sure Im not missing something. Thanks in advance!!
 
Did you try and see if the governor is acting like it is working correctly ? I think it should try and close the throttle plate if you open it by hand at the carb.
