We got the gas valve replaced and the tractor starts easy but runs rough, which I think is a carb problem. Is the only adjustment on top of the carb? Which does what? Probably needs to be rebuilt, is this carb more difficult to rebuild compared to a IHC Carb like an H carb?

the front one should be for the idle and the rear one for load. Not hard to clean, but you need to remove all the brass plugs and drill out the passages. They get real rusty. Robert's carb shop, has good videos on how to clean and repair. Ron MN

LOAD and IDLE are cast into the carb body, one to the outside and one inside. X2 on Roberts. I shudder when someone says "drill" out the passages to an inexperienced owner. You're only using the proper size drill turning it with fingers to clean the passage.
the proper drill bits (diameter and length) are available from Robert's.

You can ruin the brass plugs easily UNLESS you heat them with acetylene or Mapp (maybe) until you see a flash of green. It doesn't take much. Then the brass plugs will unscrew easily

I found that just an ordinary propane torch is enough. Heat until it smokes a little when you take the flame off. I use a "good" screwdriver, clamp the carb to the edge of the bench and use both hands and chin pressure. Apply the torque gradually until the pop.
