I have 2 questions.
1.Is there a trick to tightening the adjustment bolt to the fan pulley? When tightening, the bolt turns all the way through with no way to hold it on the other end. Even if you take the fan off, the end of the bolt is inside the housing.
2. The MM Corresponder recently printed a decal location chart. On it, it indicates the louvers on the side panels should be pin striped red. I have never seen a picture of a tractor with the pin strips. Is it correct to do so?

I'm a little confused on your fan/bolt/nut description. I think that I know what trouble you are having as you tighten that nut on the back, but are you saying that your nut on the spindle goes through the fan mounting thing (the vertically slotted fan bracket)?
Either way, it will take a couple of big wrenches, a prybar (to hold the shaft up so the belt is tight), and three hands to tighten that turkey. The nut on the back of a couple of my tractors seems like it should have a washer or something with it, but I have never seen one on their - so I'm not going to start adding one...

I down loaded a picture for reference. The bolt coming through the fan pulley extends through the fan bracket. When the fan belt is tight, the nut at the end of the bolt needs to be tightened. However, the bolt turns while tightening the nut. There is no access to the bolt since it is inside the fan pulley. How do you guys get this done?

What stops the fan shaft from turning is a cotter pin thru the fan shaft that bumps up agenst the fan bracket . It hits the bracket on both sides. Yours is most likely sheared off on both ends.The shaft has to be removed to repair it. I have seen nails & hard pins used too.
 
Yep, that's exactly what I was pictureing. This is where the two wrenches (1 1/16" & 1 5/8"), a prybar, and three hands comes in.

Step 1) Pry fan spindle to tighten belt. Step 2)tighten rear nut (1 1/16")while holding front nut(1 5/8"). Step 3) Open beer.

I just looked at your picture again. I was wrong I think - I don't see a "front" nut in your picture. I have tightened fan belts on model U's and larger. Your "R" is new territory for me. I wish I could help!
